INSERVICE INSPECTION PROGRAM UPDATE - QUAD CITIES, UNITS 1 AND 2 (TAC NOS. M83776 AND M83777)

By letter dated June 3 1992, as supplemented December 3,1992, Commonwealth i
Edison Company (CECO) requested approval to use the 1989 Edition of Section XI of the ASME Code for the third ten-year interval update of the inservice l
inspection program for Quad Cities Nuclear Power Station, Units 1-and 2.
i Based on the requirements of 10 CFR 50.55a(g)(4)(ii), the code edition and addenda to which the updated program should comply is the 1986 Edition.
However,10 CFR 50.55a(g)(4)(iv) states, in part, that inservice examinations of components and system pressure tests may meet the requirements set forth in i
subsequent editions and addenda of Section XI that are incorporated in paragraph (b) of 10 CFR 50.55a subject to limitations and modifications listed-l
-in paragraph (b) and subject to Commission approval.

Company's request is based on the guidance provided in 10 CFR 50.55a(g)(4)(iv) l l
l and the revision to 10 CFR 50.55a in which the 1989 Edition of Section XI has j
been incorporated and the fact that the second ten-year inservice inspection i
interval concluded on February 18, 1993, for Unit I and on March 10, 1993, for i
Unit 2.

i Based on the review of CECO's request, the staff concluded that approval l
should be granted to use the 1989 Edition of Section XI of the ASME Code for the updated inservice inspection program for Quad Cities Nuclear Power Station, Units 1 and 2.
Our conclusion was based on the fact that the subject edition has been reviewed by the staff and has been accepted for incorporation in paragraph (b) of 10 CFR 50.55a in the revised rule..In addition,.the staff agrees with Ceco's comment that the use of the 1989 Edition of'Section XI for the updated ten-year inservice inspection program.
