This refers to the inspection conducted by Dr. D. Blair Spitzberg and Mr. Ryan
i
Lantz of this office on March 29 through April 2, 1993.
The inspection
!
included a review of activities authorized for your Waterford Steam Electric
!
Station, Unit 3, facility. At the conclusion of the inspection, the findings
i
were discussed with those members of your staff identified in the enclosed
{
report.
?
Areas examined during the inspection are identified in the report. Within
I
these areas, the inspection consisted of selective examinations of procedures
j
and representative records, interviews with personnel, and evaluation of
personnel proficiency in performing emergency response duties. The results-of
l
this inspection are documented in the enclosed report.
During walkthroughs of simulated accident scenarios with control room
!
operating crews, two weaknesses were identified. A weakness is discussed in
!
Section 5.1 of the enclosed report and involved an improper emergency
classification. The second weakness is also discussed in Section 6.1 and
concerned emergency decision makins, which was based on dose assessments
i
performed by individuals who were neither fully trained nor authorized to
J
perform the dose assessments.
You are requested to provide this office,
within 30 days after receipt of this letter, with your analysis of the
-
weaknesses, a description of your corrective measures, and your schedule for
completing these actions.
,
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
