DUANE ARNOLD ENERGY CENTER (DAEC) PROPANE TANK l

As part of the resolution for Generic Safety Issue (GSI) 106, the staff-has raised a concern associated with the 500 gallon propane tank located about 25 feet from the turbine building at DAEC. The concern relates to the potential i

impact that this tank may have on the Emergency Diesel Generators (EDG) during i

a seismic event.

If a seismic event were to occur, a loss of offsite power -

could occur as a result of the failure of the ceramic insulators on the station transformer. This demand would start the EDGs.

The seismic event i

could also cause a failure of the subject propane tank.

The tank failure could result in a loss of the EDGs and result in a station blackout. 'It is postulated that the faiiure and damage to the EDGs would' be related to ingestion of propane-through the combustion air-intakes.

Enclosed is a copy of a memorandum dated February 11, 1993, which identified the concerns associated with the tank.

Your staff had verbally informed NRR that you plan to include the propane tank l

in your Individual Plant' Examination of External Events (IPEEE),

be assured that DAEC is meeting its' licensing basis for EDG operability requirements. However, please confirm in writing that you will accomplish the above in your IPEEE program.
