500 GALLON PROPANE TANK AT DUANE ARNOLD - DOCKET 50-331 i

As part of the resolution for GSI-106 research has raised a concern associated l

with the subject tank. The concern relates to the potential impact that.this tank may have on the diesels during a seismic event.

If a seismic event were to occur, a loss of off site power could occur as result of the failure of the ceramic insulators on the station transformer.

This demand would start the diesel generators. The seismic event could also cause a failure of the propane tank. The tank failure could result in a loss of the diesel generators and result in a station blackout.

It is postulated that the failure and damage to the diesels would be related to ingestion of propane through the combustion air intakes.

Enclosed is a copy of research's memorandum dated February 11, 1993, which identified the concerns associated with the subject tank.

Based on our review, it is our recommendation that this concern be identified in letter to the licensee.

The licensee should be requested to review the RES contractor's findings and address this potential vulnerability as part of their Individual Plant Examination of External Events (IPEEE). Additionally, they should assure themselves that they are meeting their licensing basis EDG operability requirements.
