l This acknowledges the receipt of your letter dated September 9,1992 (DCL 197), by which PG&E transmitted Revision 18 to the Diablo Canyon Power Plant Physical Security Plan, dated March 1974.
We have reviewed the information contained in the plan revision and have determined that portions of that plan are consistent with the provisions of 10 l
CFR Part 50.54(p) and are therefore acceptable. However, as indicated in the j
enclosure to this letter, certain of the changes are inconsistent with the provisions of 10 CFR 73.56 and thus are not acceptable. Accordingly, you are to follow your previously approved plan in regard to those items. Resubmit corrected plan pages as necessary to maintain plan continuity.
Should you wish to pursue changing the security plan with respect to the changes set forth in the enclosure as being unacceptable, you should resubmit under the provisions of 10 CFR 50.90.
It also appears that some of the changes, as identified and discussed in the enclosure to this letter, may have safety or policy implications which require action at the Headquarters level. Accordingly, those changes have been submitted to the Office of Nuclear Reactor Regulation for appropriate action.
The remaining changes identified in Revision 18 are acceptable for inclusion in the plan.
The reporting and/or record keeping requirements contained in this letter affect fewer than ten respondents; therefore OMB clearance is not required under P.L.95-511.
