We have resised and nclose portions of our April 15,1992, response to the NRC's request for additional information (RAI) in support of the Rancho Seco Decommissioning Plan. Most of the changes reflect adjustments to the schedule of decommissioning activities, and update the person-hour and person-Rem estimates for completing those activities. The redsions are consistent with the overall decommissioning strategy previously proposed, do not preclude other decommissioning options or release of the site for unrestricted use, and do not affect our decommissioning cost estimate.

Our 10 CFR 50.59 evaluations ensure that implementing these revisions does not constitute an unreviewed safety question. We will continue to use the 10 CFR 50.59 process to evaluate any further changes, and will keep your staffinformed of any such changes.

In conjunction with the changes outlined above, we have also examined whether any of the proposed changes has an impact on the decommission'mg Environmental Report (ER). Because the enclosed revised responses to the RAI would only affect certain ER references to the Decommissioning Plan, and the person-hour and person-Rem 'stimates discussed above, we have deemed that no changes to the ER are necessary. The person-hour and person-Rem estimates have decreased since the initial Decommissioning Plan and ER submittal.

Consequently, the ER evaluates a bounding condition and the proposed changes do not alter the analyses or conclusions in the Emironmental Report.

lighting, ventilation, etc.) to preserve these systems.

I Di_ strict Response The following is a list of systems (or portions thereof) that will be maintained functional during Hardened-SAFSTOR through Deferred-DECON. However, only certain portions of these systems may be required to be maintained to support Ilardened-SAFSTOR.

Periodic monitoring will be conducted on the maintained portions to ensure structural integrity and control of radioactivity.

The required portions of these systems and components will be subjected to corrective and preventive maintenance programs.

Sect. 2.2 p. 2-10 (Decommissioning Activities. Tasks and Schedules)

Identify within this section the major activities, tasks and schedules associated with decommissioning for equipment, components and structures which are not considered radioactive (e.g., the cooling towers and the associated asbestos panels).

The emironmentalimpacts associated with these activities should be included in the Environmental Report (ER).

l District Response le The activities associated with decommissioning equipment, components and structures that are not considered radioactive include hazardous material clean-up, and the removal of o-temporary facilities and other miscellaneous equipment and stnictures. Hazardous materials clean-up is planned in two phases: characterization and remediation.

l During the characterization, all suspected locations of hazardous materials will be evaluated j

The remediation plan will include satisfying local, state, and federal requirements.

Identify the specific activities and tasks needed to place RSNGS in Custodial-a.

SAFSTOR which: (1) have already been completed; (2) are now in progress or will i

be initiated prior to DP approval; and (3) will not begin until DP approval. For the 3rd category of activities, provide descriptions of the wastes to be generated, the waste processing methods to be used, person-rem and person-hour figures, and associated radioactive effluents. The environmentalimpacts associated with these i

activities should be included in the ER.

j District Response The activities and tasks needed to place RSNGS into Custodial-SAFSTOR are listed by 2

1-o system in Table 5-1 of this submittal. (The 3 letter system designators an e defined in Table 2-1 of the DP.) Some of the activities have been completed. The completed activities are identified in the table with the number one (1) in the status column.

Actions that have started, or will be started prior to Decommissioning Plan approval are identified in the table with the number two (2) in the status column. Any of the activities necessary to place RSNGS into Custodial-SAFSTOR may be performed prior to DP l

approval, in accordance with 10 CFR 50.59. These activities include.

Drain /de-energize / secure all contaminated systems not required to support decommissioning operations. Decontaminate, as required.

t Continue to process liquids from the drained contaminated systems.

Clean surface contamination from building access pathways.

For buildings and areas of buildings not in use, describe inspection and surveillance frequencies, procedures, and expected personnel exposures.

District Response l

l 14o-Table 5-1, provides dose estimates for tasks associated with each of the systems. These dose l

estimates include the person-Rem expected for conducting monitoring and surveillance I

actisities during all phases of Custodial and Hardened-SAFSTOR.

The minimum frequencies of radiation suneys and environmental monitoring activities will be in accordance with NRC Regulatory Guide 1.86.

Periodic monitoring and surveillance will be in accordance with plant procedures and l

current regulatory requirements. Monitoring and surveillance will also be conducted to l

assure structural integrity of abandoned facilities and to minimize the possibility of l

le unmonitored radioactive leakage from those facilities.The category in Table 5-1 titled " Rad j

i Surveys-General" provides the estimated Person-Rem dose for general area and building i

suneys and monitoring not othenvise specified. l

List and describe the specific activities and tasks needed to put RSNGS in Hardened-SAFSTOR. Include 'he same information as requested in 5.a above.

District Response 1-The activities and tasks needed to place RSNGS into Hardened-SAFSTOR are listed by system in Tabic 5-1 of this submittal. Generally, the major activities and tasks consists of:

Transfer of the spent fuel from the Spent Fuel Pool to the dry cask storage area.

2)

Drain and process the water from the Spent Fuel Pool.

3)

Drain, de-energize, and secure all systems not needed to support the security and surveillance program.

4)

Perform a radiation survey of the plant.

5)

Secure buildings containing radioactive materials (e.g., Reactor, Auxiliary, and Spent Fuel Buildings) to preclude accidental intrusion.

The NSEB Normal HVAC Systems (fans, dampers, duct, filters, etc.) will be maintained functional on an as needed basis. When building cooling is no longer necessary, refrigerant will be removed from the refrigeration systems.

The R-22 refrigerant will be removed from the NSEB Essential HVAC Systems and the systems will be abandoned in place.

3.

The Auxiliary Building Chilled Water, which supplies chilled water or cooling to numerous air handlers in the Auxiliary Building, will be maintainel functional in accordance with the periodic maintenance program as long as cooling is required in the Auxiliary Building. When cooling is no longer required, refrigerant will be removed from the chillers and the system will be abandoned in place. I

The Control Room Normal HVAC System will be maintained in accordance with the periodic maintenance program as long as continuous occupancy of the Control Room j

is required. When continuous occupancy is no longer required; the fan, filters, duct, j

dampers, etc. will be maintained functional on an as needed basis. When ventilation j

of the Control Room is no longer required, the system will be abandoned.

The Control Room /FSC Essential HVAC System train B will be abandoned in place after the refrigerant has been removed.

The carbon adsorber is no longer maintained in the absence of radioactive iodine compounds.

The Spent Fuel Building Supply Air Handler and Air Washer will be maintained functionalin accordance with the preventive maintenance program until no longer needed. The air handler will then be maintained functional on an as-needed basis. l m

The Reactor Building Purge Air Handlers will be maintained functional on an as-needed basis until replaced by an alternate means of ventilation. Thereafter, the system will be abandoned.

The Administration Building HVAC System will be maintained functional as long as cooling for offices is necessary. When no longer needed, the refrigerant will be removed from the chiller and heat pump. The fans and filters will then be 1 *-

abandoned.

HVAC System to be maintained functional as long as building occupancy is necessary. When occupancy on a regular basis is no longer necessary, refrigerant will be removed from the refrigeration system. Filters, fans, dampers, and duct will be 1 *-

maintained on an as-needed basis. Systems may be abandoned if access to buildings is not necessary.
