BRUNSWICK STEAM ELECTRIC PLANT EMERGENCY PLAN, REVISION 32 We have completed our review of the subject submittal.

Your change involving the deletion of the location for your backup decontamination facility for vehicles is unacceptable. This item was discussed by a member of the Region II staff with Brad Houston of your staff on March 10, 1993.

You must not continue to implement the referenced change.

Please modify your Plan to correct the appropriate page. We understand that the location of the vehicle backup decontamination area will be specified in the next Plan change submittal projected for April 1993.

If your understanding on this matter is different from that discussed, please notify this office immediately. We have l

concluded that with the aforementioned exception, the remaining changes incorporated as Revision 32 meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission.

However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the Plan, and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.

If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of Appendix E to 10 CFR Part 50.
