Task Order No. 1, Entitled " Training and Qualification Effectiveness Inspection - Shearon Harris" Under Contract No. NRC-03-93-036 In accordance with Section G.5(c) of the subject contract, entitled " Task.
Order Award," this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work, the Contractor's proposal dated February 23, 1993, and the following telephonic changes of February 25, 1993:
i Reduce fixed fee from $791.00 to $700.00 Adjust proposed costs in accordance with the above changes.
Task Order No. I shall be in'effect from February 25, 1993 through i
March 12, 1993, with a cost ceiling of $9,520.00. The amount of $8,792.00 represents the total estimated reimbursable costs, the amount of $700.00 represents the fixed fee,'and the amount of $28.00 represents facilities capital cost of money.
Funding for this task order has been obligated on the basic contract under Job Code No. J-2013-3.

BACKGROUND i
The contractor shall assist NRR in the.:enduct of regionally led inspections related to human performance. Assistance is required in the areas of training and qualificatior.-effectiveness, emergency operating procedurec, and investigation of events identified as having a potential human performance root cause. The NRC staff has selected the Shearon Harris Nuclear Power Plant as a site to conduct a training and qualification effectiveness inspection. This inspe: tion will review and assess the effectiveness of the implementation of training programs that have received or renewed accreditation from the National Nuclear Accrediting Board.
The inspection shall be performed in accordance uith Inspection Procedure 41500.
OBJECTIVE The objective of this task order is to obtain expert technical expertise to assist the NRC inspection team in the performance of the subject training and qualification effectiveness inspection at Shearon Harris Nuclear Power Plant and to provide input to the inspection report based on.the inspection findings in a format specified by the NRC inspection team leader.
TECHNICAL _AND_0THER_SPECIAL
_0VALIFICATIONS_ REQUIRED One specialist with expertise in the' review and assessment of training programs developed using a systems approach to training for training program development is required for this inspection. Eligibility for unescorted access at the Shearon Harris plant site is desirable for this inspection but escorted access can be provided if required.
The contractor is responsible for assigning technical staff, employees, subcontractors, or consultants who have the required educational background, experience, or combination thereof to meet both the technical and regulatory objectives of the work ~specified in this 50W. The NRC will rely on representations made by the contractor concerning the qualifications of the personnel assigned to this task order including assurance that all information contained in the technical and cost proposals, including resumes, is accurate and truthful.

At the completion of Task 1, provide inspection plan input to the NRC inspection team leader.
2.
At the completion of Task 2 and prior to the inspection team's exit meeting with the licensee, the cor. tractor shall submit a summary of written notes, major observations, and findings pertinent to the' inspection in a format specified by the NRC inspection team leader.
3.
At the completion of-Task 3, the contractor shall provide i
final inspection report input to the NRC inspection team

WORK _ REQUIREMENTS _AND SCHEDULE The contractor shall provide a qualified specialist to assist the NRC staff in preparing for and. conducting the Shearon Harris Nuclear Power Plant training and qualification effectiveness inspection and documenting inspection activities and findings. The on-site portion of.the inspection is scheduled to begin on or about March 1,1993.
