DISCHARGE OF HYDRAULIC FLUID PUBLIC SERVICE ELECTRIC AND GAS COMPANY (PSE&G)
HOPE CREEK GENERATING STATION CASE $93-03-02-1048-27 30-DAY CONFIRMATION REPORT As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared a report (attached) confirming the discharge to the Delaware River of one cup of hydraulic fluid at the Hope Creek Generating Station' Service Water Intake Structure on March 2, 1993.
The discharge occurred entirely within PSE&G property, and no injuries resulted.
Since the discharge caused a visible sheen of the surface of the water, this discharge was also reported to the United States Coast Guard (USCG) per 40 CFR 110.6 and the Nuclear Regulatory Commission (NRC) as required under 10 CFR 50.72, Significant Events.
PSE&G, in making this notification, believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify NJDEPE of discharges of petroleum and other potentially hazardous substances.

AT HOPE CREEK GENERATING STATION CASE #93-03-02-1048-27_l JUSTIFICATION FOR DELAY IN 15 MINUTE NOTIFICATION:
ii Per NJAC.7:1E-5.6(a)4, notification of the discharge was not made

within 15 minutes _because of concurrent' notifications /PSE&G was~
required to make.
Since'the discharge caused a visible-sheen of the surface of the water, this discharge also_ required notification'to the USCG.per 40.CFR 110.6 and the NRC per 10 CFR i
50.72.
PSE&G required additional time'to' ensure consistency of information provided'to NJDEPE,' USCG,.and NRC.
i MEASURES TAKEN TO CONTAIN, CLEANUP'AND REMOVE THE DISCHARGE:
Dryden Diving Company-personnel immediately deenergized the.
t desilting pump.
The leaky coupling was taken apart, retaped, and 1
reconnected.
A sorbent pad was placed under.the coupling.
The i'I cost of this cleanup was $200.
