Dexter of this office on March 8-12, 1993. The inspection included a- ! ~ review of- activities authorized for your River Bend Station. At the- ! conclusion of the inspection, the findings were discussed with you and those .l ~ me:Mrs of your staff identified in the enclosed report._ .j _ t Areas examined during the inspection are identified in the report. Within= r these areas, the inspection consisted of selective examination of procedures I and' representative records, interviews with personnel, and observations of. I activities in progress. Based on the results of this inspection, certain licensed activities appeared . i to be in violation of NRC requirements as specified in the-enclosed Notice of i Violation (Notice). The violations involved the failure .to maintain proper l accountability of keycards and the failure to maintain an uninterruptible ^ ! power supply to the security systems. l - . It was identified that you failed to meet the requirement to ensure'that all j employees received psychological screening prior to granting unescorted access l to the facility and that a keycard was issued to. the wrong employee. These ! violations:are not being cited because the criteria in paragraph VII.B.2 of L ! Appendix C to 10 CFR Part 2 of the NRC?s " Rules of Practice" were satisfied. l - The violations were isolated occurrences, and your staff took prompt and ' j effective actions to correct the problem. i .i

- , 1 1 ' - a Gulf States Utilities -2- DOCUMENT CONTAINS + SAFEGUARDS INFORMATION An unresolved item was identified that involved the uninterruptible power supply to the security systems. This matter is discussed in Section 3.1 of , the enclosed inspection report. . A management meeting has been scheduled to be held at our office at 10 a.m. on April 12,1993. The purpose of the management meeting is to discuss issues identified in NRC Inspection Report 50-458/93-02 regarding security procedures for compensation for degraded vital area detection system capability, training provided to security officers on security contingency procedures, and management oversight of the security program. You should also be prepared to discuss the following issues identified in the enclosed report regarding: Security system emergency power supply.
Maintenance program for the access cardreaders and vital area doors.
Adequacy of security procedures.
Security force errors.
t ^ You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In your response, you should document the specific actions ~ and any additional actions you plan to prevent recurrence. After reviewing your response to this Notice, including your proposed corrective actions and the results of future inspections, NRC will determine whether further NRC enforcement action is necessary to ensure compliance with regulatory requirements. . The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21, and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the material will not be placed in the Public Document Room. The responses directed by this letter and the enclosed Notice are not subject to the clearance procedures of the Office of Management and Budget, as required by the Paperwork Reduction Act of 1980, Pub. L. No. 96.511.
