Units 1,2, and 3 Docket Nos. STN 50-528/529/530 Security Plan Amendment 32 File: 93-006-493: 93-056-026 Enclosed please find an original and three copies (contro!!ed ccpy numbers 8-3,8-4, and B-9) of Amendment 32 to the PVNGS Security Plan. The three controlled copies contain replacement pages for copies of the Security Plan previously submitted to the NRC. In accordance with 10 CFR 50.4(b)(4)(iii), and by copy of this letter, Arizona Public Service Company (APS) is forwarding two controlled copies of Amendment 32 to the Regional Administrator, NRC Region V.
This amendment does not decrease the effectiveness of the Security Plan, and therefore, is being made pursuant to 10 CFR 50.54(p). A summary of the changes is included as
l Enclosure A, and the original of Security Plan Amendment 32 is included as Enclosure B.
APS has determined that the original of the Security Plan, and the replacement pages, contain Safeguards information and are subject to the controls of 10 CFR 73.21. These pages, so designated, are to be withheld from public disclosure in accordance with the provisions of 10 CFR 2.790(d) and should not be placed in the Public Document Room.

SUMMARY
OF SECURrlY PLAN AMENDMENT 32 Amendment 32 modifies the Security Plan in the following areas:
1.
Perimeter Intrusion Detection Systems - to incorporate the use of an additional j
protected area perimeter intrusion detection system in addition to those systems l
previously discussed in the plan. The additional system combines additional detectors
-l into the previously approved detection systems for selected zones. The additional
(
detectors are being added to reduce false alarms. The use of additional detectors j
s in conjunction with the previously approved detection system in selected protected-area perimeter intrusion detection zones results in no decrease in the safeguards effectiveness of the Palo Verde Nuclear Generating Station Security Plan.
2.
Security Department Organization - to incorporate changes identified in Ixtter 161 04717-WFC/GEC, dated April 13,1992, from W. F. Conway, APS, to NRC, as well l
as additional, recently approved changes. Certain of the organization changes identified in the above referenced letter have been modified bv the more recent changes.
3.
Protected Area Fence Alignment - minor changes to drawings to reflect a recently completed fence realignment project.
4.
Security Plan Reviews and Audits - correction of an inconsistency in section 13 of the Plan related to the retention time of reviews and audits.
5.
Editorial Corrections - incorporation of editorial corrections in pages revised in this amendment.
