Dear Mr. DelGeorge:

This refers to the inspection conducted by D. Hills and C. Phillips of this

office, and by J. Roman of the Illinois Department of Nuclear Safety, on

February 8 through March 15, 1993. The inspection included a review of

authorized activities for your LaSalle County Station, Units 1 and 2,

facility. At the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

'

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice of Violation

(Notice). These violations are of concern as one indicated some continuing

inattention to detail problems regarding maintenance personnel and the other

reflected insufficient emphasis on certain radiation monitoring

instrumentation.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response.

In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

Other activities were also identified to be in violation of NRC requirements.

However, as described in the enclosed inspection report, this violation will

not be subject to enforcement action because the criteria specified in

Section VII.B of the " General Statement of Policy and Procedures for NRC

Enforcement Actions," (Enforcement Policy,10 CFR Part 2, Appendix C (1993))

were satisfied.
