Dear Sir,

e On June 3,1992, the Commission issued the Order that authorizes facility dismantling and disposition of component parts for the U.S. Army Materials Technology Research Reactor, Amended Facility License No. R-65,in accordance with the application dated October 8,1991, as nipplemented on March 16,1992, and March 31 1992. In accordance with this Order, the enclosed Army Materials Technology Reseaith Reactor Decommissioning Final Sunty Report, March 1993, is provided to confhm that radiation and surface contamination levels in the facility area satisfy the values specified in the Decommissioning Plan and in the Commission's guidance.

The U.S. Army Enviromnental Hygiene Agency (AEHA), Aberdeen Proving Ground Maryland, reviewed the Final Survey Report in reordance with the Decommissioning Plan. In addition to this review, AEHA performed an independent verification survey of the reactor building and associated site.

Enclosed is the summary of the review and verification survey. The final report will be forwarded as soon as it is available.

~he results of all measurements taken during the final survey are below NRC guideline values for release for unrestricted use. Therefore,it can be concluded that the requ;sements of the Decomanissioning Plan and the NRC acceptance criteria to terminate the possession-only license have been met, that the reactor facility and site are suitable for release for unrestricted use and that Amended Facility License R-65 can be terminated.

The U.S. Army Environmental Hygiene Agency (USAEHA) has completed a verification survey of all areas within Building 100, Cistern 242, and the secondary coolant systbm ground area.

3.

The verification survey consisted of an independent survey of 10 percent of areas surveyed by SEG to include biased sampling.

4.

Preliminary results indicate that all myasurements and saraples taken for the verification survey are below NRC guideline values for release of the areas outlined in paragraph 2, for unrectricted use.

It is our understanding that the ground around the reactor facility is not considered in the area to 1$2 released for unrestricted use.

The ground area reverts pack to control under the facility license and will be released when that licenso is terminated.
