Dear Mr. Hink:

I am responding to your letter of March 10, 1993, to the Chairman on your concerns about the Commission's current reassessment of the priorities and manpower allocations for the preapplication reviews of the modular high-temperature gas-cooled reactor (MHTGR) and liquid-metal power reactor innovative small module (PRISM) designs from the United States (U.S.)

Department of Energy, the process inherent ultimate safety (PIUS) design from ASEA Brown Boverei Atom (ABB-Atom), and the Canadian deuterium uranium 3 (CANDU 3) design. These are the same concerns that you expressed in a meeting with me on March 16, 1993.

This reassessment is necessary because of the budget and manpower reductions i

being imposed on the Commission by the new administration and is being made on all aspects of the Nuclear Regulatory Commission's (NRC) work, including the preapplication reviews. Because we have not completed this reassessment we cannot tell you what changes may be made to the CANDU 3 review schedule specified in SECY-92-393, " Updated Plans and Schedules for the Preapplication i

Reviews of the Advanced Reactor (MHTGR, PRISM, and PIUS) and CANDU 3 Designs,"

dated November 23, 1992, which was previously provided to you as Enclosure 2

in my letter to you of December 16, 1992.

We understand that a significant change in the schedule specified in

)

SECY-92-393 may adversely impact your schedule to certify the CANDU 3 design in the U.S.

We will consider the several points raised in your letter during our reassessment anJ, in accordance with the U.S. Canadian Trade Agreement, we will not treat the CANDU 3 design differently from other designs we are reviewing.

Regardless of the results of this reassessment, a significant portion of your preapplication objectives have been realized through the staff's issuance of the draft policy issues paper, which was Enclosure 1 in my letter to you of-December 16, 1992, and through the technical discussions that your staff has had with my staff on the CANDU 3 design. The final policy issues paper will be submitted to the Commission next month.
