i NOTICE OF VIOLATION i

Detroit Edison Company Docket No. 50-341 License No. NPF-43 As a result of the inspection conducted from January 19 through March 9, i

1993, a violation of NRC requirements was identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

l 10 CFR Part 2, Appendix C (1992), the violation is listed below:

i 10 CFR 50.72 (b)(2)(ii) reqdres the licensee to notify the NRC within four i

hours of the occurrence of any event or condition that results in manual or I

automatic actuation of any Engineered Safety Feature (ESF). At 4:58 p.m.

l (EST) on February 25, 1993, the Drywell Pneumatic Primary Containment Outboard Isolation valve, T49F468 closed due to a blown fuse.

j Contrary to the above, this Engineered Safety Feature (ESF) actuation was not reported to the NRC until February 26, at 4:37 pm (EST) which was approximately twenty hours beyond the four hour notification requirement.

l This is a Severity Level IV vinlation (Supplement 1).

t Pursuant to the provisions of 10 CFR 2.201, Detroit Edison Company is hereby 4

required to submit a written statement or explanation to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D. C.

20555 with a copy to the Regional Administrator, Region 111, and a copy to the NRC i

Resident Inspector at the facility that is the subject of this Notice, within i

30 days of the date of the letter transmitting the Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the j

violation, or, if contested, the basis for disputing the violation; (2) the corrective steps that have been taken and the results achieved; (3) the corrective steps that will be taken to avoid further violations; and (4) the i

date when full compliance will be achieved.

If an adequate reply is not l

received within the time specified in the Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.

Where good cause is shown, consideration will be given to extending the response time. Under the authority of Section 182 of the Act, 42 U.S.C. 2232, this response shall r

be submitted under oath or affirmation.
