Dear Mr. Thorne:

Attached is a letter from ABB Combustion Engineering, dated March 9,1993 requesting an amendment to export license XSNM01753 to: 1) extend the expiration date from 31 January 1995 to 31 December 2014; 2) change ultimate consingee to Lungmen Nuclear Power Plants Units I and 2; 3) increase quantity of materi'al authorized for export for the initial core loading from 146,400 kilograms uranium /3,532 kilograms uranium-235 to 218,000 kilograms uranium /10,900 kilograms uranium-235 (an increase of 71,600 kilograms uranium /7,368 kilograms uranium-235); 4) authorize additional 364,000 kilograms uranium /18,200 kilograms uranium-235 to cover five (5) reloads for each unit; 5) change description of material to include natural uranium and uranium enriched to 5 weight percent maximum; and

6) authorize export of special nuclear material and byproduct materials contained-in ten (10) excore neutron detectors; two sources; two (2) sets of calibration sources;(2) sets of instrumentation check four (4) neutron sources; and two (2) boron concentration measuring instruments.

Before taking action on this amendment request, we would appreciate your views, in accordance with established procedures and from the overall. perspective of the Executive Branch, as to whether the proposed amendments meet the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-proliferation Act of 1978.
