SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION BELATED TO AMENDMENT NO. 150 TO FACILITY OPERATING LICENSE N0. DPR-40 OMAHA PUBLIC POWER DISTRICT FORT CALHOUN STATION. UNIT NO. 1 DOCKET NO. 50-285

1.0 INTRODUCTION

By application dated October 9,1992, Omaha Public Power District (the licensee) requested changes to the Technical Specification (TS) for Fort Calhoun Unit 1.

The proposed changes would revise TS 2.7(2)j. to reduce the number of unnecessary starts for the emergency diesel generators (EDGs) du to scheduled preventive maintenance or testing.

The changes would provide an alternative to starting the remaining emergency diesel generator (EDG) every time an EDG is declared inoperable.

2.0 EVALVATLON O

The licensee's TS currently requires starting the other EDG if either one of the two EDGs (ED-1 or ED-2) is inoperable.

The proposed TS changes would allow an alternative to starting the other EDG if it can be determined that the other EDG is not inoperable due to common mode failure.

By providing an analysis ensuring no common mode failures, unnecessary EDG starts can be avoided when an EDG is declared inoperable due to preplanned preventive maintenance or testing.

The changes are similar to Required Actions B.3.1 and B.3.2 contained in the Combustion Engineering Standard Technical Specification (CESTS) and would reduce unnecessary wear on EDGs.

In addition, the proposed changes will not impact the safety of the plant since the changes will not change the minimum number of diesel generators required to be operable to respond to an unlikely potential accident, the time a diesel may be out of service, or the surveillance test requirements of the diesel generators.

Furthermore, the changes only allow for an alternative to starting a diesel to determine the absence of common cause failure in an operable diesel generator.

Based on our review of the licensee's submittal, the staff concludes that the proposed TS changes will not impact the safe operation of the plant, are consistent with applicable information in the CESTS, and as such are acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Nebraska State official was notified of the proposed issuance of the amendment. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendment changes a requirement with respect to installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The NRC staff has determined that the amendment involves no significant increase in the amounts, and no significant changes in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cummulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, and there has been no public comment on such finding (57 FR 55585). Accordingly, the amendment meets the eligibility criteria for categorial exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and. safety of the.

public will not be endangered by operation in the proposed manner, (2) such

activities will be conducted in compliance with the. commission's regulations, and (3) the issuance of the amendment will be inimical to the common defense and security or to the health and safety of the public.
