SUBJECT: NRC INSPECTION 50-458/93-01
This refers to the inspection conducted by Dr
D. Blair Spitzberg, and other
members of an NRC team during the period February 22-26, 1993. The inspection
included a review of activities authorized for your River Bend Station
facility. At the conclusion of the inspection, the findings were discussed
with Mr. P. Graham, Vice President, Gulf States Utilities and members of (our
staff identified in the enclosed report.
Areas examined included the implementation of your emergency plan and
procedures during your annual emergency exercise. Within these areas, the
inspection consisted of selective examination of procedures and representatin
records, interviews with personnel, and observations by the inspectors. The
inspection findings are documented in the enclosed inspection report.
Four exercise weaknesses were identified during the inspection. One weakness
discussed in Section 3.1 of the enclosed inspection report related to accident
mitigation following a radiological release.
A weakness discussed in
Section 4.1 was identified for failure to obtain and analyze a post accident
sample in a timely manner. An associated weakness, also discussed in
Section 4.1, concerned weak planning and radiological controls demonstrated
during the acquisition of the postaccident sample. The fourth weakness is
discussed in Section 5.1 and relates to untimely and confusing information
conveyed in notification messages.
Except for those areas affected by the
weakresses, your emergency response organization demonstrated effective
implementation of your emergency plan.
Exercise weaknesses according to 10 CFR Part 50, Appendix E.IV.F.5, are
inspection findings that need to be corrected by the licensee.
You are
requested to provide this office with a description of your corrective
measures and your schedule for completing these actions within 30 days after
receipt of this letter.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
