SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.160 TO FACILITY OPERATING LICENSE NO. DPR-46 NEBRASKA PUBLIC POWER DISTRICT COOPER NUCLEAR STATION

DOCKET NO. 50-298 1.0 ItiTRODUCTION By letter dated October 8,1992, the Nebraska Public Power District (the licensee) submitted a request for changes to the Cooper Nuclear Station (CNS)

Technical Specifications (TS). The changes propose to modify the TS Section 6, " Administrative Controls."

In particular, the proposed changes involve revisions to the onsite organization, including changes to various onsite job position titles discussed throughout Section 6.

Specifically, the proposed changes are listed below.

The new position of " Site Manager" will be created. The Site Manager will have overview and coordination responsibility for ensuring safe and efficient operation, and will have control over all onsite activities necessary for safe operation and support of CNS.

The new position of " Plant Manager" will be created. The Plant Manager will report directly to the Site Manager and shall be directly responsible for the safe and efficient operation of the plant by providing direction for those onsite activities including operations, maintenance, engineering, and t

radiological support activities, necessary for safe operation and maintenance of CNS. Due to the functional requirements of the new Plant Manager position, the Plant Manager will become the Station Operations Review Committee (SORC)

Chairman, and will be responsible for all SORC activities as described in Technical Specification 6.2.1.A.

The existing Senior Manager of Operations will report directly to the Plant Manager, and will assume the Plant Manager's responsibilities during those instances when the Plant Manager is unavailable.

Additionally, the new position of " Senior Manager of Site Support" will be created. The Senior Manager of Site Support will report directly to the Site Manager and shall be directly responsible for supporting safe and efficient operation of the plant by providing direction for onsite support activities including training, station security, and administrative support, that are-required to support operation of CNS.

-g-2.0 EVALUATION The NRC staff has reviewed the TS changes proposed by the licensee and finds them acceptable, based on the following evaluation:

Generic Letter 88-06 (GL 88-06), " Removal of Organization Charts from Technical Specification Administrative Controls Requirements," identified aspects of organizational characteristics which are important to safety.

Included was the designation of an executive position that has corporate responsibility for overall plant nuclear safety. The licensee states that the executive position that has corporate responsibility for overall plant nuclear safety will continue to be the Nuclear Power Group Manager. This individual shall continue-to take whatever measures that may be necessary to ensure acceptable performance of the staff in operating, maintaining,.and providing technical support to the plant to ensure nuclear safety. Hence, the organization resulting from the proposed change will continue to_ fulfill the requirements of_and remains consistent with GL 88-06. On this basis, the staff finds this portion of the proposal acceptable.

GL 88-06 also requires the designation of a management position in the onsite organization responsible for overall plant operation and control. over those onsite activities necessary for safe operation and maintenance of the plant.

In its submittal, the licensee states that the change in the onsite management reporting relationships will provide for increased senior management attention and oversight of each of the functional areas in the CNS onsite organization.

In particular, the Plant Manager will be able to devote day-to-day attention to those onsite activities directly related to operations, maintenance,_

engineering, and radiological controls, which are important to the continued safe operation and maintenance of the plant. The Senior Manager of Site Support will be able to devote day-to-day attention to those onsite activities directly related to supporting operation of the plant,.such as. station security, outage and modification coordination, training, and administrative support. The Site Manager will have overview and coordination responsibility to ensure safe and efficient unit operation,-and will maintain responsibility for all onsite activities necessary _for safe operation and support of the CNS.

Additionally, the licensee contends that the proposed change is expected to have a positive impact on safety by enhancing the ability of the Plant Manager and the Senior Manager of Site Support to effectively carry out their primary-responsibilities and by improving the consistency and continuity of managerial oversight for CNS.

The proposed CNS TS description of the duties.of the Site Manager adequately fulfills the GL 88-06 requirement for onsite management of plant _ operation and control of onsite activities. Additionally, the division of labor achieved by the separate roles of Plant Manager and Senior Manager of Site. Support will help to enable each of these managers to focus their time and. attention -

effectively on their specific. roles. On this basis, the NRC staff finds the proposed changes to the onsite organization to be acceptable.

3.0 STATE CONSULTATION

1 In accordance with the Commission's regulations, the Nebraska State official was notified of the proposed issuance of the amendment.

The State official had no comment.

4.0 ENVIRONMENTAL CONSIDERATION

The amendment relates changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental l

assessment need be prepared in connection with the issuance of the amendment.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will-not be inimical to the common defense and security or to the health and safety of the public.
