SUBJECT:

PHYSICAL SECURITY INSPECTION AT POINT BEACH

This refers to the inspection conducted by Mr. T. J. Madeda of this office on

l

February 8-12 and 22, 1993. The inspection included a review of authorized

activities for your Point Beach Nuclear facility. At the conclusion of this

inspection, the findings were discussed with those members of your staff

l

identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, and interviews with personnel.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice). The violation is of concern because it demonstrated weak

management overview resulting in a failure to properly search personnel

entering the protected area.

Although 10 CFR 2.201 requires you to submit to this office, within 20 days of

your receipt of this Notice, a written statement of explanation, we note that

this violation had been corrected and those actions were reviewed during this

inspection.

Therefore, no response with respect to this matter is required.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2). This information must be handled and protect ~d in

accordance with the provisions of 10 CFR 73.21. Consequently, the enclosure

to this letter and our report of this inspection will not be placed in the NRC

Public Document Room.
