POWER SYSTEM IMPROVEMENT MODIFICATIONS AT PEACH BOTTOM V
On February 22, 1993, the NRC staff met with Philadelphia Electric Company (PEco) representatives at the NRC Headquarters in Rockville, Maryland, to discuss a planned modification to the offsite power source at Peach Bottom Atomic Power Station, Units 2 and 3.
Enclosed is a list of meeting participants and a copy of the licensee's meeting handout.
The licensee opened the meeting with a discussion of problems with the design of the onsite AC power distribution system at Peach Bottom. The problems were brought into focus by the licensee during a 1988-1989 voltage regulation study of the Peach Bottom station. As a result of that study, PEco took steps to i
compensate for previousl.y unrecognized voltage drops by, among other steps, raising nominal 4kV bus voltage. The compensating actions imposed certain operating restrictions and PEco undertook development of modifications to the onsite distribution system to alleviate the restrictions.

Currently, non-safety loads are powered from one of the two 13.8 kV startup busses. The startup busses receive power from either the unit auxiliary transformer or one of the two preferred offsite power sources via the #2 or #3 1
startup switchgear. The #3 startup switchgear receives power from the north substation via either the #343 Startup Transformer or the #1 Auto Transformer.
The licensee proposes to install a new 13.8 kV switchgear that will serve as a source for the #1 startup bus.
In addition, some miscellaneous building loads will be removed from the unit auxiliary switchgear and powered directly from the new 13.8 kV switchgear. The new switchgear will be powered from the tertiary of the #1 Auto Transformer via the #3 startup and emergency auxiliary regulating transformer. The new switchgear will have the ability to be tied in as one of the preferred power sources for the safety-related_ busses in either unit. This capability will allow one of the normal preferred power sources to be taken out of service without forcing the units into technical specification operating limitations.
Additional changes that will be installed as part of the modification include installation of fiber optic control cables for some of the north substation circuit breakers. This modification will alleviate problems with spurious tripping of switchyard breakers due to lightning or switchyard-fault induced ground' currents.
In addition, controls for the power source via the #343 transformer and the source through the #1 Auto Transformer will be moved to physically separate locations in the North Substation to achieve appropriate separation.
