Temporary Waiver of Compliance Regarding San Onofre Unit 2 I

Technical Specification 3.8.2 In your letter dated February 26, 1993 and in discussions with the 11RC staff on February 25, 1992, you requested temporary relief from Technical Specification (TS) 3.8.2 to allow continued operation of Unit 2 while repairing the 2D1 125 Volt DC Battery Charger by adjusting (increasing) its charging amperage. During this work, the 2D1 battery charger would be inoperable. TS 3.8.2 requires that each of the four Unit 2 battery chargers be operable during power operations, and provides an Action Statement if one of the four chargers is inoperable. The piant must be shutdown in accordance l

with TS 3.0.3 if more than one battery charger is inoperable.

You requested a 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> waiver of compliance from TS 3.8.2 as it relates to the 2D1 125 Volt DC l

Battery Changer only, to repair this battery charger while one other battery charger was also inoperable.

You stated that the redundant train charger (2D2) remained capable of performing its intended safety function while the repairs were being made.

The following compensatory actions were in effect during the waiver period:

1) The spare charger was connected to and remained on the battery bank while the 2D1 charger was being tested and adjusted, and
2) TS 3.8.2.1, Action b, for increased battery surveillances on the effected battery banks was entered.

You concluded that there were no significant hazards resulting from granting of the waiver request because your design basis calculations determined that a charger amperage of only 200 amperes was required in order for the chargers to meet their intended safety function; your past experiences, and the battery charger vendor have both provided assurance that the worst case charging capacity with the configuration as it existed when installed would provide j

In addition, you had conducted surveillance tests on the affected batteries two days prior to the request for a temporary waiver, with acceptable results.

Based on the above and discussions with the 14RC Office of Nuclear Reactor Regulation, a temporary waiver of compliance for TS 3.8.2, related only to the requirement to enter TS 3.0.3 because a second battery charger (201) was i

inoperable, was verbally granted for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> on February 25, 1993. Had other functionality problems been encountered with any other TS components, all other applicable TS requirements would have applied.

i This waiver began at 8:30 p.m. on February 25, 1993; it expired when the battery charger was successfully repaired and returned to an operable condition. Battery Charger 2D1 was restored to an operable condition at about 9:43 p.m. on February 25, 1993 and the TS action statement for one inoperable charger (2D2) remained in effect.
