e F0TICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-295; 50-304 Zion Nuclear Generating Station License Nos. DPR-39; DPR-48 During an NRC inspection conducted on December 22, 1992, through February 1, 1993 a violation of NRC requirements was identified.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C (1992), the violation is listed below:
10 CFR 50.9 requires that information required by statute, or the Commission's regulations, orders, or by license conditions to be maintained by the licensee shall be complete and accurate in all material respects.
Technical Specification 6.5.2.J requires that records relative to the training and qualification for current members of the station staff be maintained for the duration of the Operating License.
Contrary to the above, on May 20, 1991, certification records relating to the qualificat:.,n of an instrument mechanic supervisor contained inaccurate information on the work experience of the subject supervisor. Specifically, credit was given for a full two years experience while a fluid s.ystems engineer when the individual had only worked 20 months, and credit was given for one full-year of experience while a research assistant when the individual had only eight months experience (295/92035-01(DRP);
304/92035-01(DRP)).
This is a Severity Level IV violation (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, Zion Nuclear Generating Station is hereby required to submit a written statement or explanation.to the U.S. _
Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.
20555 with a copy to the U.S. Nuclear Regulatory Commission, Region III, 799 Roosevelt Road, Glen Ellyn, Illinois, 60137, and a copy _ to the NRC Resident Inspector at the Zion Nuclear Generating Station within 30 days of the date of the letter transmitting this Notice of Violation. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:
(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results. achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be _ achieved.
If an adequate reply is not received within the time specified in this Notice, an order or demand for information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
