During an NRC inspection conducted January 19 through 29, 1993, a violation of NRC requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC
[
Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is t
listed below:

and 3 pumps and valves shall be performed in accordance with Section XI of the ASME Boiler and-Pressure Vessel Code ASME Section XI, IWP-3500, " Duration _
i of Tests," states, in part, "each pump shall be run at least 5, i
minutes under conditions as stable as the system permits.
At the end of this time at least one measurement or observation of each of the quantities specified shall be made and recorded."
Contrary to the above, inservice test procedure PT-7A-ST, dated
[
October 20, 1992, did not contain a 5 minute wait period after the auxiliary feedwater pump flow had been adjusted prior to taking the required measurements ( 50-295 / 93002-02 (DRS) ;

This reply should be clearly marked as a " Reply to a r
Notice of Violation" and should include for each violation: (1) f the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violation, and (4) the date when full compliance will be achieved.
If an adequate reply is not received within the time specified in this Notice, an order or a demand for information may be issued as to why the license should
_i not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.
Where good cause is shown, consideration will be given to extending the response time.
