This refers to the inspection conducted by Messrs. A.

Dunlop and

Huber of this office on JanuEry 19-29, 1993.

The inspection

i

included a review of activities for your Zion Nuclear Power

1

Station.

At the conclusion of the inspection, the findings'were

discussed with those members of your staff identified in the

enclosed report.

i

The areas examined during the inspection are identified in the

report.

These areas consisted primarily of a review of the Zion

I

program for inservice testing (IST) of pumps and valves and'of

the effectiveness of the program regarding the performance of

'

check valves.

Within these areas, the inspection consisted of a

selective examination of procedures and representative records,

observations, and interviews with personnel.

!

Based on the results of this inspection, we noted that certain of

your activities appeared to be in violation of NRC requirements,

j

as specified in the enclosed Notice of Violation (Notice).

The

violation is of concern because the duration of pump tests were

not in accordance with the ASME Section XI Code for testing of

pumps and valves and could result in erroneous test data.

You are required to respond to this letter and should follow the-

instructions specified in the enclosed Notice when preparing your

response.

In your response, you should document the specific

actions taken and any additional actions you plan to prevent-

recurrence.

After reviewing your response to this Notice,

including your proposed corrective actions and the results of

future inspections, the NRC will determine whether further NRC

enforcement action is necessary to ensure compliance with NRC

regulatory requirements.
