APPLICATION FOR AMENDMENT TO OPERATING LICENSE The New York Power Authority requests an amendment to the Technical l
Specifications contained in Appendix A to Facility Operating License DPR-59 l
for the James A. FitzPatrick Nuclear Power Plant. This application is filed in accordance with Section 10 CF3 50.90 of the Nuclear Regulatory Commissi.n's regulation.
This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to revise Specifications 1.0.T. 4.0.B and associated Bases to be consistent with the Standard Technical Specifications and NRC Generic Letter 89-14.
Specification 4.0.B permits surveillance intervals to be extended up to 25 percent of the specified interval but limits any three consecutive extensions to 3.5 times the interval. The !!mitation in the Standard Technical Specifications is slightly lower at 3.25 times the specified interval. The l
limitation on extending surveillance intervals has been removed from the Standard Technical Specifications by Generic Letter 89-14 as a line item improvement. Generic Letter 89-14 provides guidance for license l
amendment requests to implement the improvement. Specification 1.0.T is being deleted for consistency with this change.
