On December 22, 1992, the NRC issued Bulletin 90-01, Supplement 1.

Unit 2.
In response to the bulletin, TV Electric provides that CPSES-Unit 1 has completed the requested actions of Bulletin 90-01, Supplement 1, as described beluw:
As requested by the supplement, an engineering review of plant records was performed to identify any Rosemount Model 1153 Series B. Model 1153 Series D, and Model 1154 transmitters manufactured before July 11, 1989, that are used or may be used in the future in either safety-related systems, or systems installed in accordance with 10CFR50.62 (the ATWS rule).
CPSES Unit I does not have Rosemount transmitters in the Engineered Safety Feature Actuation System (ESFAS), Reactor Protection System (RPS), or Anticipated Transient Without Scram (ATWS) Mitigation System Actuation Circuitry (AMSAC).
The engineering review revealed that, CPSES Unit 1 has fifty-six such safety related transmitters in other applications.
For these transmitters, TV Electric has taken the following actions:

The nine in high pressure (greater than 1500 psi) applications have been included in the Unit 1 Rosemount Transmitter Monitoring Program with a requirement for quarterly surveillance on each transmitter until the transmitter is replaced.

The twenty-two in medium pressure (greater than 500 and less than or equal to 1500 psi) applications have been included in the Unit 1 Rosemount Transmitter Monitoring Program with a requirement for monitoring on a refueling basis (not to exceed 24 months) until the transmitter has met the Rosemount psi-month threshold criterion for a mature transmitter.
Existing plant procedures can detect failures of these transmitters caused by a loss of fill oil.

The twenty-five in low pressure (less than or equal to 500 psi) applications need not be included in the monitoring program.

i The CPSES Unit 1 Rosemount Transmitter Monitoring Program trends data t
obtained using calibrated test equipment during the normal calibration surveillance cycle. The data gathered has an accuracy and resolution consistent with that needed for comparison with manufacturer drift data criteria for determining degradation caused by a loss of fill oil.

As described above, the actions requested by this supplement for CPSES Unit I have been completed and, via this letter, the reporting requirements of this supplement for CPSES Unit I have been met.
In addition, TU Electric intends to maintain the program described above for as long as the subject transmitters are in use.
TV Electric intends to replace the nine transmitters in high pressure application in a timely and appropriate l
manner.
