Purpose:

To request Commission approval for the proposed location of a backup emergency operations facility (EOF) to serve the Hatch nuclear power plant.

Category:

This paper covers a minor policy issue.

Issue:

Whether the backup EOF for the Hatch nuclear power plant can be located 21 miles from the site rather than the maximum distance of 20 miles specified by the Commission.

Backoround:

On November 22, 1982, the Commission approved Supplement I to NUREG-0737, which was subsequently promulgated in Generic Letter 82-33, dated December 17, 1982. Table 1 of NUREG-0737, Supplement 1, describes the options for locating the i

EOF.

i GpC informed the Georgia Emergency' Management Agency-(GEMA) in a letter of August 12, 1992, of the-proposal to relocate the Hatch backup EOF. According to the licensee, GEMA, in a-letter of August 21, 1992, indicated thatsit strongly supports the proposed change.

Recommendation:

That the Commission:

Aaree with the staff approval' of the proposed location-of the backup E0F for the Hatch nuclear power plant. in the Plant Hatch Emergency News Center Complex in Vidalia, Georgia.

Note that the staff intends to approve the proposed I

location for the Hatch backup E0F in the Plant Hatch.

In accordance with the requirements of.10 _CFR 50.54(q), Georgia Power i

Company (GPC) hereby proposes a change to the Plant Hatch Emergency Plan-.

(EP).

This change involves the --relocation of the alternate _ Emergency 1

Operations Facility (EOF). from the GPC Operating.0ffice in Baxley, Georgia to the Plant Hatch Emergency News Center (ENC) complex in Vidalia, Georgia.

The EOF at Plant Hatch is located in the Simulator Building within-the-l Owner-Controlled Area.

Therefore, as specified

.in NUREG-0696, the' l

alternate EOF is' required to be located between 10 and 20 miles from'the Technical Support Center (TSC).

The alternate EOF is currently located ~

approximately 11 miles from _the TSC within' the GPC Operating Office in g

Baxley, Georgia.

GPC is. proposing to~ relocate the. alternate EOF-to the-Plant Hatch Emergency News Center (ENC) complex.in Vidalia, Georgia,.'which is approximately 21 miles from the TSC.

The change in _ location of the alternate EOF requires'a ' revision to Section H of the Plant Hatch EP.

This change does not constitute.a decrease in -the effectiveness of< the EP.

However, since the distance-between the TSC and the proposed' location-for the alternate E0F.is greater-than the distance specified in NUREG-0696, Table : 2, GPC is submitting a -

request for approval of. this change prior to_. implementation.

The decision to relocate the alternate EOF is based Lon the following; major improvement considerations:

1.

Increased space: availability - The proposed location.for the alternate EOF provides a-larger,-more cohesive work space.than does the current location.

.This will allow for: _an. integrated working arrangement.for-GPC, State of Georgia,' and NRC personnel.

Decreased activation time farther from the primary EOF, this change is expected to result in a net reduction in the amount of. time necessary to bring the alternate EOF to a-state of operational readiness.

Activation of the alternate E0F at the current location requires transportation of-all necessary

equipment, documentation,_ status boards, and supplies from the primary E0F to the alternate EOF. Since the current location normally serves as the'Baxley GPC Operating Office, this work space must be. rearranged in order to be used as the Plant Hatch alternate. EOF. The proposed location.will be dedicated for us as the alternate EOF, allowing'it to i

be permanently set up to serve in this capacity. Ample space will be, available for storage or installation of status boards and necessary equipment and supplies. As a result,Lless time will' be required for~

l evacuation of the primary E0F, loading and unloading of equipment, and arrangement of the alternate EOF.

Improved communications - The Plant Hatch ENC complex currently serves i

as the State of Georgia's Forward _ Emergency Operations Center as well as the Hatch ENC. Moving the alternate EOF.to this same location will.

enhance communications between GPC and state and ' local authorities.

The flow of information to the ENC, and subsequently to the media-and the public, will also be improved.
