Submitted March 22, 1990 This revision was initially proposed in a March 22 1990-letter but is I
being re-submitted with proper notarization of the signature which was I
inadvertently omitted in the original letter'.
An exemption of fees for the licensing action is requested under the provisions of 10 CFR Part 170.11 (a),(4).

During the issuance of_ Amendment No,'24 tolthe R-2 license, which deleted the authorization-to possess reactor _ fuel' elements containing high-enriched

uranium, the wording 1 1n part 2.0.(2):of the license was-changed so that the' licensee was' allowed "to receive,' possess, and use-inLconnection.with the e
operation of the reactor, up to' nine.(9) kilograms of contained uranium-235 enriched to.less than120% " Previous to amendment no. 24, the wording.

(" enriched to less-than 20%" was not in the license; this wording prohibits the use of special nuclear material ~ such as fission chambers or fission' i
foils of uranium-235 enrichec to 20% or greater in connection with'the operation of the reactor.
Proposed Change:
The licensee requests Ethat part 2.B.(2) of the R-2 :licenseLbe amended to

read as follows, "to receive,' possess, and use in connection with the operation of the reactor, up to nine (9). kilograms of contained uranium-235 enriched to less than 20% in the form of fuel elements and up to fifty- (50)-
grams of contained uranium-235 without limit as to enrichment in' forms:such as fission detactors or fission foils, and to possess' but 'not-separate such special nuclear material as may be produced by the-operation of the reactor."
