This letter is in response to your letter, dated December 8,1989, reference
No. A08300, which responded to Inspection Report 50-336/89-13. We have reviewed.
your actions regarding the Notice of Violation and, with one exception discussed
below, consider them appropriate based on your response.
The acceptability of
your corrective actions will be confirmed at a future inspection. We acknowledge

your actions to strengthen the employees concern program and encourage your
I
continued efforts in this area.
With regard to your response to Violation E, we do not agree that you are
complying with the intent of Generic Letter 82-12. The intent of the letter
is to limit the hours of overtime worked by a individual during any successive
I

period. The psychological and physiological effects of long hours do not
recognize artificial boundaries imposed by your current policy for. controlling -
i
l
overtime. The effects of working more than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> in any 48-hour period are-

not accounted for in your current practice of controlling only-the consecutive
48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> periods. The Generic Letter is very explicit in requiring controls
spanning any 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> period and the violation is consistent with previous
Office of Nuclear Reactor Regulation positions on this matter; therefore, the
violation stands as cited.
We acknowledge the lack of specificity of the violation, but, considering the
extent to which your records reflect the cited foregoing condition, we believe
it should be easily identifiable from your review. The enclosures to this
letter contain some excerpts-from your records and the inspector's notes that

Other studies show that fatigue results in personnel . .{ -ignoring sbee signals because they develop their own subjective. standards'est ' ,- to what is important, and as they become more fatigued they ignore more signals.m ? Inspections of personnel performance and training since the accident at' Three Mile Island, have shown that in certain situations facility personnel-are' , either required or allowed to remain on duty for extended periods-of time. ' Also, complaints have been received free some' licensed nuclear power plant operators concerning the number of continuous hours they have been on duty. Licensee management is responsible for providing a sufficient number of trained personnel who are in the proper physical condition to operate and - , maintain the plant. Licensee management should review their. administrative procedures covering the working hours of nuclear power plant staff. These ' ^ ~ procedures should estabitsh a-sound policy covering working hours for plant., v,4
s staff who perfore safety' related functions (e.g. , senior reactor operators,- - reactor operators, health physicists - auxiliary operators, !&C technicians, . key maintenance personnel, etc.) , ' ! Subcommittee ANS-3 is currently developing criteria to address the subject of - 1 operator work hours. These guidelines will become a part of ANSI N18.7. The -- ! NRC is also considering issuing requirements for administrative procedures that would control staff overtime.: Until either the ANSl~ Standard is issued and endorsed by NRC (via a Regulatory Guide) or separate requirements are:- issued by NRC, it is recommended that the following guidance be used.
