Walt Acting Vice President, Nuclear Gentlemen: Subject: NRCInspectionoftheTrojanNuclearPlant This refers to the inspection conducted by Messrs. R. C. Barr, J. F. Melfi and D. F. Kirsch of this office on February 11, 1990 activities authorized by NRC License No. NPF-1, and to the discussthrough March 24, ion of 1990 of findings held by Mr. Barr and Mr. Melfi with Mr. Yundt and other members of your staff periodically during the inspection. Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel and observations by the inspectors. Based on the results of this inspection, it appears that certain of your activities were not, conducted in full compliance with NRC regulations, as set forth in the Notice of Violation, enclosed as Appendix A to this letter. Pursuant to the provisions of 10 CFR 2.201 you are required to respond as indicatedintheenclosedNoticeofViolatlon. In accordance with 10 CFR 2.790 (a), a copy of this letter and the enclosures will be placed in the NRC Public Document Room. The inspection identified concerns in the following areas: (1) corrective action system implementation to assure timely evaluation and correction of safety-related nonconformances;
(2) supervisor / management oversight of maintenance and non-routine plant activities; and (3) a large backlog of overdue commitments. In your response to the enclosed Notice of Violation, please include assessment of these related concerns to assure timely identification,your evaluation and correction of day-to-day problems. Additionally, as discussed with you on April 17, 1990, you also plan to include discussion of your efforts in these areas in the next management meeting which has tentatively been scheduled for May 10, 1990. 90000go$ 8 wa 0 , }"

APP.11 19% The inspection of nuclear plant engineering, plant system engineering, events evaluation, and design basis document reconstitution identified several topics which also should be included on the agenda of the next management meeting. These are:(2)(plans and progress on your engineerin and work adequacy of PM/EA 1) plans for assessing the functionin and NPE with emp;hasis in assimilating engineering into pla t activities particularly improvement initiatives maintenance * (3) your plans and progress for validating your design basis documents,Includingyourplansregardingtheconductofsafetysystemfunctional inspections; and (4) plans and progress in identification and prioritization processes of engineering work and events evaluation. Theresponsesdirectedbythisletterarenotsubjecttotheclearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
