SUBJECT:
SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MARCH 7, 1990, RE CHANGE IN PERSONNEL DOSIMETRY PROGRAM'
Background
By amendment application dated March 7,-1990, the licensee proposed to' convert the personnel dosimetry program from film badges to Panasonic UD802 -
thermoluminescentdosimeters(TLDs). The TLDs will be evaluated quarterly.
Discussion In the existing license, personnel are required to wear film badges to monitor exposures to x-rays, as well as gamma and beta radiations. The badges are evaluated monthly.
In the subject application, the licensee proposes to-
. replace the film badges with TLDs which will be' evaluated quarterly. The
-licensee states that the conversion to TLDS will reduce operational costs and increase the accuracy of measurements of low radiation exposures.
In the supplement dated August 6,1987, to the renewal ' application, the licensee stated that annual whole body doses were below 0.1-rem with about 80 percent of the film badges showing no measurable exposures.
In the subject application, the licensee adds that personnel exposures have remained.
historically low. These measured exposures are well below the whole body dose limits in 10 CFR Part 20.
Conclusion / Recommendation Based on the discussion, the staff concludes that the proposed change to the personnel dosimetry program will not adversely affect the licensee's ability to measure quarterly whole body exposures. Therefore, the staff recommends approval of the application.
The Region I Principal Inspector has no objection to this proposed action.
