Trojan Technical Specification (TTS) 3.0.4,'" Applicability", states the entry.

On April-18, 1990, an A train outage' began, rendering the A train Service Water System inoperable.. This also rendered the A train Control Room Emergency Ventilation System (CB-1) inoperable, and-caused entry into TTS 3.7.6.1, l

" Control Room Emergency-Ventilation System", ACTION statement a. for

l The A train outage is scheduled to last until approximately May 13,.

It is currently anticipated that on April 25, 1990, the outago schedule will' support transiting from MODE 6 to MODE 5. f However,

TTS 3.7.6.1 does not have a 3.0.4 exemption and thus entry into MODE Si

. 1 i

would be prevented.

1 Portland General Electric Company (pCE) did not anticipate thi, conflict with TTS 3.7.6.1 when it submitted changes,to this specification that were approved and issued as Amendment 152.on May 15, 1989.- (These changes revised the Technical Specifications-to make them consistent with 1

-Revision 4 of the Westinghouse Standard' Technical' Specifications.) This i

conflict was apparent prior to the start of the outage'and the outage j

schedule was prepared to avoid this conflict. -However, unexpected delays j

during the outage have caused the present situation.

In that the ACTION statement for TTS 3.7.6.1 allows one train of'CB-1 to be inoperable in either MODE 5 of 6, and that MODE 5 is actually a safer status for the plant than MODE 6, PGE concludes that there is no safety i

significance to adding a TTS 3.0.4 exemption to TTS 3.7.6'.1 for MODES 5 and 6.

d PGE submitted License Change Application (LCA) 186 on November 30, 1989 that contained changes to the TTS per Nuclear Regulatory Commission (NRC) l Generic Letter 87-09 that will resolve this issue for the long term.

Specifically, the proposed TTS 3.0.4 would prohibit entry into a MODE when the Limiting Conditions for Oper tion are not met and the associated ACTION requires a shutdown if they are not met within a specified time interval. Thus, in the present esse, this version of TTS 3.0.4 would allow POE to transit from MODE'6 to MODE 5 as the ACTION statement for TTS 3.7.6.1 in MODES 5 and 6 do not require a shutdown..However, this LCA is still under NRC review and will not be approved in time to resolve i

the current conflict.

This Emergency Technical Specification change therefore proposes to revise TTS 3.7.6.1, " Control Room Emergency Ventilation System (CB-1)",

to allow entry into MODE 5 or MODE 6 with one train of CB-1 inoperable by i

adding an exemption to TTS 3.0.4 to the MODE 5 and 6 ACTION statements of TTS 3.7.6.1.

If th1S change is not approved, PGE will have to wait until the A train outage is complete before entering intn MODE 5.

This would result in a delay of several days in startup from the outage.

significant hazards consideration based upon the following information:

Does the proposed license change involve a'significant^ reduction in a margin of safety?

Safety / Environmental Evaluations Safety and environmental evaluations were performed as required by 10 CFR 50 and the TTS. The review determined that -the proposed change does not create an unreviewed safety question, nor does it create an unreviewed environmental question.
