Subject: NRC Region I.Insoection Report No. 50-333/90-01
This letter transmits the results of the routine inspection conducted by
Messrs.
W. Schmidt and
R. Plasse
of
this office on January 25 through
March 11, 1990, at the James A. FitzPatrick Nuclear Power Plant, Scriba, New
York. Mr. Schmidt discussed the inspection findings with you and other members
of your staff at the conclusion of the inspection.
The inspector identified one violation dealing with your failure to ensure that
the senior reactor operators understood your expectations for control room-
command and to perform accordingly. As stated previously, the performance of
these individuals is important to safe operation of the reactor.
You are
required to respond to the violation.
