RESPONSE TO BULLETIN 89 03 - WATERFORD STEAM ELECTRIC STATION, UNIT 3(TACNO.75473)
On November 21, 1989, the NRC staff issued Culletin 09 03 " Potential Loss of Required Shutdown Margin During Refueling Operations." The bulletin requested-that all PWR licensees and PWR construction permit holders tale the actions described in the bulletin to ensure that an adcquate shutdown snargin is inaintained during all refueling operations. To accornplish this, three actions were described:
1.
Assure that any intermediate fuel asseir.bly configuration (including cnntrol rods) intended to be used during refueling is identified and evaluated to inaintain sufficient refueling boron concentration to result in a ininimum shutdown margin of approxirnately 5%.
2.
Assure that fuel loading procedures only allow those intermediate fuel asser;bly configurations that do not violate the allowable shutdown inargin and that these procedures are strictly adhered to.
3.
Assure that the staff responsible for refueling operations is trained in the procedures recominended in Item 2 above and understand the potential consequences of violating thtse procedures. This training should include the fundamental aspects of criticality control with enriched fuel assemblies.
By letter dated January 29, 1990, LP&L responded to Bulletin 89 03 which indicated that progretos are in place and training would be provided to address all three ectins described above.
Therefore, the staff considtrs your response to Dulletin 89 03 to be satisfactory and TAC No. 75473 to be closed.
