This letter refers to the special safety inspection conducted by Mr. T. Eas11ck
of this office from February 12, 1990, to March 2, 1990, at the Limerick Generating
Station, Units 1 and 2 in Sanatoga, Pennsylvania. The findings were discussed
-
with members of your staff at the conclusion of the inspection-on March 2 and
"
March 15, 1990 at the Region I office.
Areas examined during this inspection are described in the NRC Region I
,
inspection report which is enclosed with this letter. Within these areas, the
inspection consisted of a review of the Limerick requalification examinations
administered from Jc. mary 15, 1990, to February 23, 1990 and a review of selected
Emergency Operating Procedures (T-200 series). Within the scope of this in-
spection no viola +1ons or deviations were observed.

Your attention is directed to paragraph 4 which identifies requalification
program weaknesses. This information is being provided to aid in up pading
the program.
No licensee response is necessary.
This letter also forwards the results of a management meeting held on March 15,
1990 at the Region I Office, King of Prussia, Pennsylvania.
The meeting was

conducted by myself with members of yove staff. The purpose of the meeting was
l
to discuss your root cause analysis anci proposed corrective actions as documented
'
in PECO letter dated March 9, 1990. The letter addressed the weaknesses-
identified as a result of an NRC administered operator requalification examina-
tions. On the-basis of the presentation during the meeting, the corrective

actions are acceptable. The results of the root cause analysis indicated that
although corrective actions were taken as a result of the November, 1988 NRC
administered requalification examination, in certain instances the actions were
l
ineffective.
The weaknesses identified during the January 1990 requalification
l
examination were attributed, in part, to insufficient management attention to
,
t
the requalification process.

Confirmatory Action Letter (CAL) I-90-003 dated February 9,1990, detailed
three PECO actions to. ensure that weaknesses in the Limerick licensed operator
requalification program were promptly corrected and that adequate proficiency
of licensed operators is maintained at the. Limerick Generating Station Units 1
and 2.
These actions were completed with the submittal of the root cause analysis
and the proposed corrective actions on March 9, 1990.
Future inspections will
verify the implementation of these corrective actions.

In accordance with 10 CFR 2.790 of the' Commission's regulations a copy of this
letter and the enclosed report will be placed in the NRC Public Document Room.
