Dear Congressman Lewis:
- i I ~am responding to your letter of March 1,1990, to Mr. Harold Denton, to' inform you of the status of our review of the leak testing performed by H.A.F.A. International, Inc., at four nuclear power plants. To review allegations concerning acoustic leak testing performed by H.A.F.A. at these nuclear _ power plants, the NRC staff conducted inspections'at the nuclear power plants and at the'H.A.F.A. facility. The results of.the inspections substantiated some of the allegations and led-the. staff to question the-implementation of the H.A.F.A. leek testing procedure at the nuclear power-plants-and to question the validity of the test method'itself. The NRC staff had approved the H.A.F.A. Instrumented Inspection. Technique leak testing method in a letter dated November 7, 1985 that accepted H.A.F.A. Topical.

notified of the staff's concerns with their-testing'and was-requested to respond in writing within 30 days.- H.A.F.A.~ requested to schedule a meeting-1 with the staff before they would submit a written response. :The staff held a meeting with H.A.F. A. on February.1.1990;, In' this meeting,L H.A.F. A.
committed to respond to our letter of December 21,1989, and to revise their-topical report by March 19, 1990. The staff was informed by telecon on March 8, 1990, that H.A.F.A. would respond to our letter by March 19, 1990, but would not )rovide the revised topical report until March 26, 1990. ~By-letter dated Marci 9,1990, H.A.F.A. confirmed the'telecon with the staff regarding the topical report, but did not address the submittal of their response to the-1 e
staff letter. The staff telephoned H.A.F.A. on March 20, 1990 to inquire-ifu 1
H.A.F.A. had'sent their response to the. staff letter..Thestaffwasinformed j
that the response had not been sent, but was expected to be sent by March 22 j
1990. The. letter was received March 22,.1990 and-the topical report was
- j received March.26, 1990. The NRC will provide a timely review of this q
report and of the H.A.F.A. response to our letter.

The Honorable Tom Lewis At the meeting on February 1,1990, the staff discovered it was using the original copy of the topical report rather than the copy that H.A.F.A. had retyped and reissued after staff approval. The copy used by the staff was the report that its acceptance review was based on.
The changes in the revised report were editorial with'the exception of one of the changes that increased'-
the number of types of pressure testing that could be performed using the H.A.F.A. Instrumented Inspection Technique leak testing method..Any differences between the reports were negligible and have not delayed the-review of this issue. The staff has scheduled a meeting with H.A.F.A. to discuss the technical issues of the revised topical report on April 12,;1990..
