Gentlemen:

This refers to the inspection conducted by Messrs. M. E. Skow and

B. L. Bartlett of this office during the period March 1-31, 1990.

This

,

inspection pertained to activities authorized by NRC Operating License

'

No. NPF-42 for the Wolf Creek Generating Station, and our findings were

discussed with Mr. J. A. Bailey and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included plant status, onsite followup of

events at operating power reactors, operational safety verification, monthly

,

surveillance observation, monthly maintenance observation, refueling activities,

l

spent fuel pool activities, preparation for refueling, review of licensee evcot

!

reports, and followup on previously identifiec NRC items. Within these areas,

'

the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the NRC

.

inspectors. The inspection findings are documented in the enclosed inspection

report.

During this inspection, it was found that certain of your activities were in

,

violation of NRC requirements.

However, this violation is not being cited

because the criteria specified in Section V.G of the Enforcement Policy were-

satisfied, as described in paragraph 5 of the enclosed'insoection report. One

unresolved item also is identified in paragraph 8 of the enclosed inspection

report.

We have also examined actions you have taken with regard to a previously

identified inspection finding. The status of this item is identified in

paragraph 11 of the enclosed report.
