As discussed during my telephone conversation with your staff on April 12, 1990, i

theperformanceobjectiveof10CFR73.55(c)(5)is'toprovidethesecurity force sufficient illumination within the exterior portions of the protected -

area to enable the detection of unauthorized persons, vehicles or materials.-

i An effective protected area lighting program would ensure that unauthorized persons, attempting to hide within the exterior portions of the protected area at night, are capable of being easily observed by security officers either on routine tours or responding to intrusion alarms.

The NRC does not prohibit shrubbery from being planted within licensee's l

protected area. Effective protected area lighting, combined with the following guidelines, should afford effective resolution of this problem.

Shrubbery should be trimmed so as to offer no concealment behind-or within it, perhaps including trimming up from ground level so as to offer j

no concealment underneath it.

Additional lights should be placed within and/or behind the shrubbery to aid in the detection of unauthorized persons using the shrubbery for concealment.

Shrubbery that is extremely thick.. dense and/or abounding with thorns, j

briars, etc., that offers no concealment beneath it, or a hostile J

environment within it, is not of concern.

Shrubbery that is planted in a manner, or whose size or shape

'I precludes concealment of an individual, either within or beneath it, is not of concern.

APR 161990 In summary, the NRC staff does not dictate that your shrubbery be destroyed, it is simply necessary that your security force have the capability to observe unauthorized individuals attempting to hide in the protected area.

Your own surveillance test procedures should be able to determine whether such capability exists in this shrubbery or elsewhere within the protected area.
