Gentlemen:
.This forwards the report of the Systematic Assessment of Licensee
Performance (SALP) for South Texas Project, Units 1 and 2.
The SALP Board met
on March 1,1990,. to-evaluate South Texas Project's' performance for the period.
January 1, 1989,-through January'31, 1990. The performance analysis and
resulting evaluations are' documented in the' enclosed SALP Board' report.
In accordance with NRC policy, I have reviewed the SALP Board assessment and
concur with their ratings.
1.
-The area of operations improved and was assessed as Category 1
performance. A strong performance by operators and excellent management
!
support to reduce reactor trips was evident.-
I

2.
The performance in the functional. area of maintenance and surveillance
!
improved to a Category 1.
This area'was characterized by good maintenance
L
and surveillance programs, which were wall implemented.
Prompt management
1
attention _ quickly corrected personnel errors 'which occurred early in the
,
assessment period.

3.
Performance in the functional- area of security improved to a Category 1.
-
This resulted from strong management support, good facilities and equipment,
and timely self-identification of program weaknesses.
4.
A continued high level of performance was noted in the functional area of
safety assessment and quality verification which remained a. Category 1.
High quality safety reviews were noted. Management focus was properly

shifted from licensing to operational activities and consistently
l
demonstrated by a conservative attitude towards safety.

The functional area of radiological controls was assessed at a Category 2
j
improving.
Strong management support was evident as demonstrated by the
!
facility upgrades and appropriate staffing.
The ALARA program is in need
i
of additional development.
