COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS. 50 445 AND 50-446 PUBLIC INFORMATION TO SUPPORT EMERGENCY PREPAREDNESS Gentlemen:
Per NRC request, the following discussion addresses the emergency preparedness public information 3rogram used to inform the permanent and transient population within t1e 10 mile Emergency Planning Zone (EPZ) at CPSES.
In accordance with the CPSES Emergency Plan and procedures, an emergency i
information booklet is distributed annually (five (5) distributions have already been made to residents within EPZ).
This booklet contains information as directed by NUREG-0654 and has been approved by the counties, State and FEMA. The 1990 distribution should take place by June 1, 1990.
Extra copies of the booklet are provided to post offices, county courthouses, parks, law enforcement centers, etc.
In order to address the transient population, as well as special facilities (which include church camps, boyscout camps, girlscout camps, nursing homes, parks, day care centers, etc.), the following additional steps have been taken:
0 Emergency related information has been placed in selected telephone directories in use within the EPZ.
O Stickers, to advise motel customers what radio / television station to tune in if they hear the sirens, have been provided to motel operators within the EPZ.
O Thirty two (32) locations (e.g., motels and restaurants) within the two counties are provided posters that contain emergency related information about CPSES and which may be displayed at the operators discretion.
0 Eight (8) other locations within the counties are provided permanent signs maintained by TU Electri_c addressing emergencies at CPSES.

TXX 90151 April 17, 1990 Page 2 of 2 To address the special facilities, a letter was sent to the forty-three (43) facilities presently identified within the EPZ.
This letter addressed emergency planning at CPSES and included a return postage-paid postcard asking the facility operator if any special planning was needed. Available to the county judge in each of the Emergency Operations Centers, are maps indicating the location of each of the special facilities, the expected _ seasonal population for each facility as well as a phone number in the event of an emergency.
The expected seasonal po)ulation numbers are based on historical data gathered by local planners from tiose special facilities.
The facility operators have been provided with information on how to secure assistance from local governments in the event of an emergency.
During an emergency, Emergency Broadcast System (EBS) messages sent by the County Judges provide, by Emergency Response Zone (determined by geographical boundaries), the evacuation routes and the specific evacuation relocation centers for the public.
In addition, affected special facilities are contacted regarding the evacuation and, if needed, transportation and other requirements.
TU Electric has also purchased broadcast time on a local radio station. When needed, the airtime will be used to provide information to the public on actions to be taken in the event of an emergency at CPSES.
In summary, the CPSES Emergency Plan goes well beyond relying on a local mailing to provide instructions and assistance to the public in the unlikely eveht of a serious accident at CPSES.
