Docket No. 50-219 Post-Accident. Neutron Flux Monitoring (Regulatory Guide 1.97) i Your letter dated February 26, 1990, requested that we respond. indicating our

intent to comply with Regulatory Guide (R.G.) l.97 and 10CFR50.49 requirements I
with respect to neutron flux monitoring instrumentation and that we advise the k
staff of the schedule for implementation, GPUN has performed a technical;and cost evaluation of neutron monitoring systems. We concluded that it is not feasible to install the ex-core neutron monitoring system offered by GAMMA-METRICS:due-to physical space constraints' inside the biological shield wall'at the OCNGS.~GPUN is currently considering installation of the General Electric (GE) wide range' neutron' monitoring system l '-
(WRNMS) to improve operational,and maintenance capabilities associated with the l.
existing Intermediate' Range Monitors and Source Range Monitors. This system:
if installed, is expected to satisfy the requirements of R.G. 1.97 and 1
10CFR50.49. However, it is our understanding that the'GE Licensing Topical Report (NEDO 31439) on WRNMS is still under review by the NRC Staff.

Considering the magnitude of the project in terms of cost, engineering, and installation; an approval of the GE Topical Report is eerential' prior to a final GPUN project commitment. Therefore, we will provide our final decision and schedule for implementation following our review of an NRC. safety evaluation on the GE Licensing Topical Report.
