This refers to the inspection conducted by J. E. Cummins of this office and

D. A. Beckman (an NRC consultant) during the period March 12-16, 1990, of

activities authorized by NRC Operating License No. DPR-46 for Cooper Nuclear

Station, and to the discussion of our findings with G. R. Horn and other

' members of your staff at _the conclusion of the-inspection.

The area examined during the inspection was the followup review of licensee

activities related to items identified during the emergency operating

procedures inspection conducted by an NRC inspection-team from June 27 through

July 15, 1988 (NRC Inspection Report 50-298/88-200). Within this area, the-

inspection consisted of selective examination of procedures and representative

'

-records, interviews with personnel, and observations by the inspectors. The

inspection findings are documented in the enclosed inspection report.

The inspectors determined that appropriate licensee actions had been taken on

'

the three unresolved items identified in NRC Inspection _ Report 50-298/88-200.

These items are considered closed.

In addition, the inspectors determined that

~1icensee actions related to 21 other items discussed in NRC Inspection

Report 50-298/88-200 were appropriate and had no further questions concerning

,

these items. Two items from NRC Inspection Report 50-298/88-200 will be

'

inspector followup items:

(1) Additional containment vent paths for' accident

.t

scenarios, and (2) postaccident reactor building reentry considerations based

on emergency operating procedure-(EOP) execution requirements. These issues

l

will be forwarded to the Office of Nuclear Reactor Regulation (NRR) for further

l

review.

Within the scope of the inspection, no violations or deviations were identified.
