This acknowledges the receipt of your letters dated December 13, 1989, and March 14, 1990, by which you transmitted Revisions 1 and 2, respectively, to the Fort Calhoun Station Site Security Plan.

We note that Revisions 1 and 2 to the Site Security Plan correct many of the deficiencies noted in Revision 0.

However, we also note that the definition of performance tests in Revisions 1 and 2 is inconsistent with prior commitments in Revision 23 of the old Site Security Plan.- The Revision 23 definition of performance test states that paragraph C.2.b of Regulatory Guide 5.44 is followed for performance testing of perimeter intrusion detection systems.

We find that the changes in Revisions 1 and 2 and the attachments thereto to be consistent with the provisions of 10 CFR 50.54(p). Accordingly, all parts of the Site Security Plan are acceptable except the definition of performance test.

The definition of performance test shall be as described in Revision 23 of the old Site Security Plan, unless subsequently changed by a 10 CFR 50.90 change.

The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73,21 and are being withheld from public disclosure.
