REQUEST FOR ADDIT 10!iAL INFORMAT10tl (TAC NO 75190) Ly letter dated October 16, 1989, the Louisiana Power and Light Company (LP&L)subiritteda-proposedlicenseamendmenttoextendthetestfrequencyof channel functional tests for certain Engineered Safety Feature Actuation System (EFAS) and Reactor Protection System (RPS) instrumentation. In our evaluation of the LP&L submittal we have determined that additional information is needed. By letter dated tiovember 6, 198S, the NRC approved the Combustion Engineerin Owners Group Report (CEN-327), "RPS/ESTAS Extended Test Interval Evaluation"g-in that letter we required each licensee to provide site specific information when adopting CEN 327. The licensees must confirm that they have reviewed instrument drift ir. formation for each instrutent channel involved and have determined that drift occurrinc in that channel over the period of extended surveillerce test intervals will not cause the setpoint value to exceed the ellowable value as calculated for that channel by their setpoint methodology. Each licensee should have onsite records of the as-found and as-left values-showing actual calcul6tions and supporting data for planned future staff audits. The records should censist of monthly data over a period of'the last 2 to 3 years with the current plant-specific methodology used to derive the safety margins. The above information is needed for.Waterford 3 in order for us to continue with'our review.
