NRC Region ly allowing ANO-2 to continue operation in Mode 1 while repairs could be made to the reactor makeup water (demineralized water to the quench tank) Outboard Isolation Valve 2CV-4690-2.
The tine periods granted for the i
temporary waiver of compliance from TS 3.6.3.1.b include:
(1)atotaloffour i
cumulative hours from 4:30 p.m. (CST) March 16-18, 1990, to open 2CV-4690-2 as i
needed to add water to the quench tank, and (2) an additional 30-hour period to i
begin on March 19,1990, upon disassenbly of 2CV-4690-2 for inspection, repair, and postmaintenance testing. We understand that you began repairs to i
2CV-4690-2 at approximately 11:30 a.m. (CST) on March 19, 1990. Therefore, this j
temporary waiver of compliance will expire at 5:30 p.m. (CST) on March 20, 1990.

Region IV performed an evaluation of your followup written documentation and found it to be in confonrence with the information that you provided to Mr. L. J.
Callan of the Region IV office during a teleconference on March 16, 1990. As connitted by your staff, we understand that you will maintain the following compensatory measures until 2CV-4690-2 is fully restored to an operable i

2CV-4693, will be closed and their associated handswitches red-tagged while 2CV-4690-2 is disassenbled for maintenance to provide an additional isolation barrier for the penetration piping. These valves do not receive any signal to automatically reposition. Additionally, Manual isolation 4
Valve 2CYC-79 will be maintained in its normally closed position.
No periodic filling of the quench taak will be perforned during the valve testing and any required repairs.
Should circumstances arise such that repairs to 2CV-4690-2 have not been completed, or it is anticipated that they cannot be completed prior to the expiration of the 30 hour3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br /> waiver period. ANO 2 will inform the NRC of the circumstances and, if necessary, will initiate a plant shutdown.
As indicated by fir. Robert fenech of your staff on March 16, 1990, we understand that the ANO Pltnt Safety Consnittee reviewed and approved the basis of your proposed request for a temporary waiver of compliance prior to requesting this j
waiver from NRC Region IV.
