Generic Letter 89-19 addresses.USI A-47 " Safety Implications of Control Systems in LWR Nuclear Power Plants" and concludes that all BWR plants should provide

an automatic reactor vessel overfill protection system. As indicated in the Generic Letter, the OCNGS currently does not have such a system. As a result of GPUN's evaluation of Generic Letter 89-19, an automatic resctor vessel overfill protection system which will prevent vessel overfill on a reactor high water level signal will be provided. The overfill protection system will be separate from the feedwater control system in that it will not be powered from
'the same power source, not be located in the same cabinet, and fire protection for the circuits will be'provided by fire wrap.
.The schedule identified in the Generic Letter for implementing any changes is prior to start-up after the first refueling outage, beginning nino months following receipt of the letter. The upcoming OCNGS refueling outage (13R) occurs within that time frame. The outage scope for 13R has been finalized.
As a consequence, installation of the overfill protection system will not be performed'in 13R but will be scheduled in accordance with the Long Range Planning Program. Technical Specification changes, if appropriate, will be addressed upon installation of the overfill protection system.

.S With respect to reactor vessel overfill and the condensate System, CPUN has reviewed the plant operating procedures and operator training and has determined that sufficient guidance is available to the operators for mitigating reactor vessel overfill events.
