Approval of Changes Submitted Regarding'the Program for Temporary Unescorted Access This letter provides proposed Revision 27 to the August:1983 " Physical Security-Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3," for NRC review.and approval'under 10 CFR 50.54(p)'.
Screening criteria developed by NUMARC in coordination with the NRC staff are proposed to grant temporary unescorted access to San Onofre protected and vital areas., The. proposed temporary: access screening criteria are from the NUMARC Industry Guidelines Revision 8B, Section 6.4, dated June' 22, 1989.
. Southern California Edison (SCE) currently uses the authority from NRC Generic Letter 87-10, Reference 1, to grant temporary unescorted access to San Onofre protected and vital areas.
Hiis temporary access authorization is contingent upon submittal of fingerpt int to the NRC in accordance with 10 CFR 73.57 and maintenance of all existing security plan commitments pertaining to individual screening.

4 54 uocument Control _ Desk 2-gApgg)ggg The NRC recently ap3 roved the screening criteria proposed in the enclosure as a 10 CFR 50.54(p) c1ange to the Palo Verde security plan by Reference 2.
Therefore, SCE is requesting this change to make our criteria consistent with current industry policy and practice. This change will not be distributeo to manual holders, or implemented, until. approval is received from the NRC.
Accordingly, enclosed are four copies of Revision 27, plan textual changes, for review. Two copies are also forwarded by this letter to the Regional Administrator, NRC, Region V.
These pages have been " Decontrolled" for review purposes because the affected pages do not contain Safeguards Information.
The changes described in the enclosure and its attachments do not decrease the safeguards effectiveness of this plan.
