i Dear Congressman Miller I regret the delay in responding to your February 7.1990 request development of a policy statement on Below Regulatory Concern (BRC) )

for documents relating to the Nuclear Regulatory Comission's (NRC's issues. The material that you requested has been generated throughout the agency over a period of many years, involving many different t

individuals (who have since been transferred) and offices (some of whichhavebeenreorganizedorabolished).

In order to comply with the very broad scope of your request, we are pursuing a detailed review of our records, which will take some time to complete.

i Enclosed are copies of documents that have been identified thus far.

These documents address the current status of the most significant issues regarding the proposed exemption policy.

All of these documents may be released to the public.
