SUBJECT:
REVERSE (BACKWARD) ACTING VALVE MANUAL HANDWHEELS This technical review report completes rqy investigation of reverse acting valve manual handwheels at nuclear power plants. The investigation was initiated by-the unsuspected reversed rotation of some atmospheric' dump valve i
manual handwheels that further complicated an ongoing transient at Palo Verde Unit 3.
A NUDOCS search found only two other events of confusion with the direction of' manual handwheel rotation at the nuclear power plants.
Neither of these events had potential to significantly complicate plant operations, so it would not appear that industry action-is appropriate.
